West-Flanders province governor Carl Decaluwe stands at a tribute ceremony for the 30th anniversary of the Herald of Free Enterprise ferry disaster, on Monday 06 March 2017 in Zeebrugge. On 6 March 1987 the ferry left the harbor of Zeebrugge, bound for Dover with more than 450 passengers and 80 crew members on board. It capsized just outside the harbor.
