[1859. XXIX—CONSTITUTIONAL CONVENTION On the 3d August, 1849, Gen. B. Riley, then acting Governor of Cali-fornia, issued a proclamation, in which, after setting forth the anomalous andunsettled position of the country, both in its local and general government, he requested the people, in certain specified districts, to return delegates toa Convention, to form a State Constitution, at Monterey, on the 1st Septem-ber, 1849. The delegates elected, in accordance with this recommendation,
