The soldiers are wearing First World War period British Army issue Hospital Blue jackets (two are under their overcoats). Such items of uniform were worn by wounded servicemen whilst recovering as convalescents in the UK. A lighter blue than the 'Kitchener blue' (emergency issue uniforms at the start of the war), the 'Hospital blue' was often worn with a cap with the man's regimental cap badge and a red tie.
