For more than a month, Sir John Cochrane had lain in the Tollbooth prison in Edinburgh under sentence of death. He had been captured after taking part in an unsuccessful uprising against the unpopular King James II. His death-warrant, personally signed by James, was on its way from London to Edinburgh. It was being brought by a postman on horseback.

The report found support for inmates with mental health problems at Edinburgh Prison is inadequate. The criticism was one of several concerns raised about healthcare at the prison, which also included waiting times for a number of medical services.
