Initially, they were published by Gauleiter Adolf Wagner. After the first six months, the format was changed and was then being published at the personal direction of Nazi Fuhrer Adolf Hitler.

RM2HK7A8B–Gauleiter Adolf Wagner. Wagner was a highly decorated Nazi German political leader during WW2. Wagner fought in combat during WW1 as Commanding Leutnant of an infantry regiment. Later he would participate in the November, 1923, Beer Hall Putsch in Munich, and thereafter was the Master of Ceremonies at the annual November 9th gathering. He would be appointed Gauleiter of Munich/Upper Bavaria, Minister of Justice, and Minister of Education and Culture. He died of a stroke April 12, 1944, and the Fuhrer Adolf Hitler attended the funeral.
