The memorial previously stood infront of the Sandamen Library, but this building was destroyed in an earthquake in 1935. Shakespear Barnes was an English administrator in British ruled Colonial India. The region of Baluchistan which at this time contained a Chief Commissioner's province would later, along with a number of other states, would become a part of Pakistan.
