He claimed that the return to prison of IRA bomber Sean Kelly was "stupid" and could discourage other Republican prisoners from acting as stewards at Protestant marching season parades in Northern Ireland. Kelly was jailed for killing nine civilians in a Belfast fish shop in 1993 but got early release in 2000 under the Good Friday Agreement.
