The award is received by fire department members who have acted under life-threatening conditions to courageously save or protect others. Philips was nominated by his command as a Renowned Reservist, an initiative which aims to highlight Marines for their high performance. "Philips brings a plethora of experiences as a leader and a mentor; he is always the first one to volunteer for tasks and never shies away from hard work, " said Marine Corps Capt.
