The hanging papers are Notices of Action set up in a display that will be hung in an upcoming event for SPIN at the Children's Museum in Escondido. Notices of Action are forms given to welfare recipients from the county of San Diego. They are usually notices of a cut or change in benefits for welfare recipients.
