This graffiti refers to the presidential and general elections that took place on 12th October 2014. There had been controversy about Evo Morales standing as a candidate as the Bolivian constitution of 2009 only allowed cnadidates one re-election. Morales had already won 2 elections in 2005 and 2009 (shortly after the new constitution came into force). The court ruled that as his first election victory took place under the old constitution he could stand as it was his first re-election under the new constitution
