The Re-chem plant at Pontypool is one of very few in Britain which have the facilities to dispose of these hazardous waste materials from abroad. The plant is regulated by the Environment Agency under the system known as Integrated Pollution Control (IPC). In the past, some environmental organisations have supported the principle that countries like Britain should help dispose of hazardous chemicals from countries which do not have the resources to do so. While the import or export of hazardous waste between developed countries has been outlawed, it is still allowed in a case where a country like Britain has the facilities to help dispose of a problem in a country which does not have modern incinerators.
