Administrative Cadet in Tanganyika in 1935. He was transferred to Malta in 1945 as Assistant to the Lieut-Governor and was appointed Principal Assistant Secretary, Palestine, in 1947. In 1948 he was seconded for duty as an Assistant Secretary in the Colonial Office and was appointed Director of Social Welfare and Community Development in the Gold Coast in 1950.
