The airborne operation was the culminating event of a weeklong training hosted by the 478th Civil Affairs Battalion (Airborne), Perrine, Florida, 1st Civil Affairs and Psychological Operations Training Brigade, U.S. Army Civil Affairs and Psychological Operations Command (Airborne). The USACAPOC(A) weeklong training included a Jumpmaster Refresher course, the Army Reserve Airborne Safety Equipment and Evaluation Council, airborne operations at Homestead Air Reserve Base, and the Deliberate Water Jump which involved coordination with several outside agencies including the Coast Guard, and Miami-Dade Police, Fire and Rescue and Parks Department.
