This image could have imperfections as it’s either historical or reportage.
From a glimpse of a rough wall at the top of the photo we can see that this image was taken outdoors using a portable studio, perhaps in the grounds of the mill. Similar cotton mill images researched show girls like these wearing belts holding scissors and other tools as in this image. The location is not known but possibly in Lancashire. However cotton mills were also located in northeast Cheshire, Derbyshire, Nottingham, the West Riding of Yorkshire, Bristol, Durham and the west of Scotland.The higher hemline of the girl to the right of the photo dates it to after 1915.
