The protest was held by KPNNI, a preparation commitee for an organization of Indonesian nationwide fishermen, the representations of fishermen and enviironmental stakeholders in Indonesian fishery sector---before the formation of KNTI (Indonesian union of traditional fishermen) through a declaration in Manado, North Sulawesi, later in May 2009.
