Mr Flaxman received the award for an outstanding feat of seamanship after helping in the rescue of 20 members of the crew of Mv Bella 1 amid gale force winds 60 miles off the coast of Somalia in June 2002. Mr Flaxman also received the Queen's Gallantry Medal in April 2003 for the rescue.
