The Marshall Plan was a very ambitious financial aid program proposed by US Secretary of State George Marshall. He understood that a destroyed and prostrate Europe had to have financial help if it were to recover and to remove the threat of communist insurgency. The aid was given not lent and each country decided on how it would use the funds.
