Above the mausoleum rises the Senate Tower adorned with the circular State Emblem of the Soviet Union. Behind the tower, the Old Senate Building behind the Kremlin Wall has the hammer & sickle red banner flag of the USSR flying from its dome. The changing of the guard, begun in 1924 and interrupted only during World War II, was stopped in 1993 on orders of then President Boris N. Yeltsin. This
