This memorial was built temporarily next to an altar or mesa during the Todos Santos festival. In Bolivia altars are built to welcome the souls of loved ones who it is believed return to Earth on November 1st to visit their families. On November 2nd people visit cemeteries to say goodbye to the souls for another year. Increasingly the festival is also being used to highlight victims of crimes, violence against women is currently a high profile issue in Bolivia
