The city of Galt recently banned hookah lounges out of the preconception that hookahs are closely linked to illegal use and other bad things. They started out wanting to ban the sale of hookahs and other glass pipes, found out they couldn't, and then settled for this. Other cities have banned or restricted hookah lounges, but virtually all have done it out of health concerns. Anaheim regulated their lounges because they had gotten rowdy. But Galt has never had a hookah lounge and likely never would have even if this ban was not passed. Sacramento boasts a handful of hookah lounges including the Kasbah Lounge.
