The Mount Kumgang resort was the dream of the late founder of South Korea's giant Hyundai conglomerate to help heal the scar that has divided the peninsula for more than half a century. For some, notably in the U.S. government, the eight-year-old resort is little more than a way of passing cash direct to the government in Pyongyang and its nuclear weapons programme the international community has failed to persuade it to give up.
